In a recent push for financial restitution, New York Democratic leaders are calling on President Trump to return billions of dollars to the public following a Supreme Court decision that invalidated much of his administration's tariffs on foreign trade. This development has prompted concerns over the economic impact those tariffs had on American businesses and consumers.
Call for Refunds by New York Lawmakers
During a virtual press conference held on Wednesday, Senator Kirsten Gillibrand (D-N.Y.) urged the administration to promptly reimburse small businesses and consumers who have borne the financial weight of the tariffs. Citing reports that suggested American entities shoulder 96 percent of the costs associated with the tariffs, which generated around $130 billion for the federal government, she insisted that Treasury Secretary Scott Bessent should issue refunds without delay.
'That's money that President Trump now owes back to the American people,' Gillibrand stated, emphasizing the urgency of the situation.
Business Impacts and Community Concerns
Gillibrand also highlighted the negative ramifications of the tariffs on tourism, particularly from Canada. This situation has reportedly harmed New York businesses dependent on Canadian visitors, leading her to suggest that affected companies may pursue legal action against the trade commission to recover funds. She encouraged businesses suffering from reduced tourism to seek support from Attorney General Letitia James (D), affirming, 'I imagine our attorney general will file a lawsuit. I think it's the best way for us to get our money back.'
While responding to these issues, New York Governor Kathy Hochul (D) did not comment specifically on the potential lawsuit but mentioned that her office would consider all avenues to ensure refunds for New Yorkers.

Proponents of the refund initiative presented varying figures to reflect the economic impact of the tariffs. Senator Gillibrand indicated that the average New York household has incurred additional costs of approximately $4,200 annually due to the tariffs. In contrast, a statement from Hochul referenced estimates from the Yale Budget Lab, citing an average $1,751 increase in household expenses since the tariffs were put in place in 2025.
Highlighting the personal stories behind the numbers, Senate Minority Leader Chuck Schumer (D-N.Y.) noted that Rochester business owner Ben Pearson, who manufactures science kits, reported a $1 million loss due to tariffs, resulting in a workforce reduction of 20 percent. Schumer invited Pearson to attend President Trump's State of the Union address to illustrate the financial difficulties faced by businesses in New York.
'Upstate NY is paying the price for Trump’s cost-increasing policies, and it needs to stop,' Schumer commented in a press release.

Following the State of the Union address, conservative leaders in New York defended President Trump, assessing Governor Hochul’s administration instead. Gerard Kassar, chair of the New York State Conservative Party, praised Trump’s remarks during the address, asserting that he presented a coherent vision to counteract progressive policies.
Impact on Agriculture and Relief Proposal
The tariffs not only affected tourism but also had notable repercussions in the agricultural sector. Governor Hochul proposed a $30 million relief initiative aimed at assisting farmers contend with escalated costs for equipment and fertilizer, as over 80 percent of agrochemical imports and 70 percent of farm machinery in New York are sourced from countries subject to tariffs exceeding 10 percent.
